Just a thought:

The Group C host not letting Armstrong_Por play in Group C means that Seppenys got eliminated from Group B - because if Armstrong_Por had not been moved, Seppenys would have gone through.

So my suggestion is that the host of Group C, whoever he was, is disqualified, and Seppenys takes his place.
